#CBEC Introduces #e–way Bill System on Trial Basis

Dear Colleagues,

As you all are aware, the GST Council in its 24Th meeting held on 16th December, 2017 had recommended that the nationwide e –way Bill System shall be Introduced on a trial basis from 16th January, 2018 so that the members of the trade and the transporters could become familiar with the system. It was also decided that e-way Bill system would be introduced on compulsory basis for inter-State movement with effect from 1st February, 2018 and for intra-State movement with effect from any date thereafter, as the concerned State may decide, but not later than 1st June, 2018. Accordingly, the rules for nationwide e-way Bill System (i.e. Rule 138 to Rule 138D) have  been notified with effect from 1st February, 2018 vide notification No. 74/2017-Central tax dated 29th December, 2017.

Further, Member(GST) has already written to you separately about the date from which e-way Bill system for intra –State movement is proposed to be introduced in your state. I would request the Chief Commissioners to get in touch with their counterparts in the States  for Issuance of the required notification in time.

Keeping in view the roll out of e-way Bill system, NACIN has scheduled two trainings of trainers(ToTs) Programs at Bengaluru and Faridabad, the details of which are available on the departmental website. I would like the Master Trainers so trained to further train other officers of their formations and also officers across the country. Wide outreach programs for the trade and industry, especially the transporters, are also require to be undertaken with utmost priority.

I order to highlight the usefulness of IT applications in our work we need designated officers who are well versed with IT applications of the department pertaining to Customs, GST and the Like. Such officers need to be identified and nominated to engage and involve other officers of the formation into the nuances of the IT applications in use. These officers will be known as the IT User Champions. In this regard you may like to go through the letter dated 9th January 2018 issued by member (IT) and do the needful.

I would also like to request the Principal Commissioners ad Commissioners to personally work on the AIOs. This will have a dual effect, firstly, it will motivate and encourage the officers to work and transact on the AIOs and secondly it will instantly highlight any shortcomings on the infrastructure or the IT application.

As you would recall, Member (IT) has issued a letter dated 19th December 2017 on User Experience on GST-ACES and I had referred to the same in my weekly correspondence with you on 22nd December  2017. Your feedback on the user experience is very valuable. It appears that some zones have not been able to share the desired report with Member (IT). I would request you all yto share this report in time. Member (IT) is also issuing a reminder letter separately in this regard.

The Staff allocation order on account of reorganization of customs formations has been issued on 12th January , 2018. The same is available on the departmental website. As has already been notified, the reorgansized customs formations will come into effect from 15th January , 2018.
